This site is in fact a car park, and the client wanted to develop above to provide eleven new apartments. There are many car parks to be found in Tower Hamlets which were required as part of the Docklands Development Plan during the 80s and 90s. Again the Government density requirements allow for additional units to be built on existing developments. Like many inner city Boroughs Tower Hamlets has a ‘no tolerance’ policy to car parking spaces in new developments, particularly on small scale developments  such as this one.
